He conquered Syria and Palestine and made Babylon a splendid city. God tells Habakkuk that He is about to do an astounding thing: He will raise up the Chaldeans, the Aramaic peoples who took over Babylon after centuries of infiltration. 
Habakkuk was irritated by this because he considered the Chaldeans to be worse than the Judeans.
